Web design vs web development: what's the difference, and which do you need?

Designers decide how a site looks and how people move through it. Developers make it real and make it work. Most small businesses need both, ideally from the same people.

Short answer: Web design decides how a site looks and how visitors move through it: layout, typography, color and the path to a call or purchase. Web development builds it in code and makes it work: pages, forms, speed, integrations and hosting. Small business sites usually need both from the same team, so nothing is lost in the handoff.

People use the two terms interchangeably, and plenty of companies sell both under one name. That's fine until you're comparing quotes and realize one company is selling pictures of a website and the other is selling a working one.

What a web designer does

A designer works out what the site should be before anyone writes code. That means:

  • Structure. Which pages exist, what goes on each one, and in what order.
  • Layout. Where the headline, phone number, photos and calls to action sit on a phone and on a laptop.
  • Look and feel. Typography, color, spacing and imagery that fit your brand.
  • The path to yes. How a visitor gets from landing on a page to calling or buying.

The output is usually a set of mockups or a prototype. Good design is mostly invisible: visitors just find what they need.

What a web developer does

A developer turns the design into a working site and keeps it working:

  • Front-end code. The HTML, CSS and JavaScript that browsers display.
  • Back-end and integrations. Forms that deliver, booking systems, stores, payment and anything that talks to another service.
  • Speed and security. Fast loading, HTTPS, updates and backups.
  • Search foundations. Clean headings, structured data and pages search engines can read.

Front-end developers focus on what you see; back-end developers focus on the systems underneath. On a small business site, one experienced developer often handles both.

Where design and development overlap

The most important parts of a website sit in the middle, and they're where handoffs go wrong:

  • Speed. A beautiful hero video that takes six seconds to load is a design decision and a development problem.
  • Accessibility. Contrast, readable text and keyboard navigation have to be designed in and built in.
  • Search. Page structure is decided in design and implemented in code. Get it wrong in either place and the page won't rank.

When a designer hands a mockup to a separate developer, each of these can fall through the gap. That's the main argument for hiring one team that does both.

What each one costs

Design-only work usually costs less than a full build, but you'll still need someone to build it. Development-only work varies most, from small fixes to custom applications.
